2. Eligibility Requirements for Car Rental in Tbilisi
To rent a vehicle through tbilicar.com, customers must satisfy the following eligibility criteria at the time of booking and at the time of vehicle collection.
Minimum Age for Standard Vehicle Hire in Tbilisi
The minimum age requirement to rent a standard vehicle through our platform is 21 years of age. Drivers aged 21 to 24 are classified as young drivers and may be subject to a young-driver surcharge depending on the specific rental partner and vehicle category selected. Some suppliers listed on our platform waive this surcharge entirely - please review individual listing conditions before confirming your reservation.
For premium, luxury, or executive vehicles listed in our Car Lineup, the minimum age requirement is 25 years of age. This applies to vehicles in the premium sedan, luxury SUV, and convertible categories. The minimum age policy is enforced by individual rental partners at the point of vehicle handover in Tbilisi and tbilicar.com cannot override these requirements on behalf of any partner.
Driving Licence Requirements and International Permits
All customers must hold a full, valid driving licence issued in their country of residence. The licence must have been held for a minimum period of one year prior to the rental start date. Customers whose driving licence is not printed in Latin script - including licences issued in Arabic, Cyrillic, Chinese, Japanese, Korean, or Georgian script - are required to obtain and present a valid International Driving Permit (IDP) alongside their original national licence.
Under Georgian traffic regulations, foreign nationals visiting Georgia may drive on a valid foreign licence for stays of up to one year. However, to avoid complications at the vehicle collection point - whether at Tbilisi International Airport, a hotel in the Old Town, or any other designated delivery point - we strongly recommend that all non-Latin-script licence holders carry a current IDP.
Any customer who presents a licence that cannot be verified by the rental partner representative, or who fails to produce required documentation, may be refused vehicle handover. In such cases, the cancellation policy outlined in Section 4 will apply.
3. Bookings, Cancellations, and No-Show Policy
Reservation Process for Renting a Car Through tbilicar.com
Reservations made through tbilicar.com are processed in real time and are subject to vehicle availability at the time of confirmation. A booking confirmation email will be sent to the email address provided at checkout. This confirmation serves as your rental voucher and must be presented either in printed form or on a mobile device at the point of vehicle collection.
Bookings are not guaranteed until you receive a confirmation email. In rare cases of system errors or supplier availability discrepancies, our team will contact you within two hours of submission to offer an equivalent alternative or a full refund.
Free Cancellation Policy
Most vehicle listings on tbilicar.com are offered with free cancellation up to 48 hours before the scheduled pickup time. The applicable cancellation window is stated clearly on each listing page and in your confirmation email. Cancellations submitted within the free cancellation period will receive a full refund to the original payment method within 5 to 10 business days, depending on your card issuer or payment provider.
Cancellations submitted inside the 48-hour window, or cancellations of non-refundable bookings, are subject to the specific terms outlined on the booking confirmation. Some promotional and discounted rates available under our Price Drops section may be non-refundable from the point of booking. These rates will be clearly labelled as non-refundable before payment is taken.
No-Show Fees
A no-show occurs when a customer fails to collect their vehicle at the agreed pickup location and time without prior cancellation notice. No-shows will result in forfeiture of the full prepaid rental amount. If you anticipate a delay, for example due to a late flight arriving at Tbilisi International Airport, please contact your rental supplier directly using the contact details provided in your confirmation email. Most partners will hold your reservation for up to two hours past the scheduled pickup time where advance notice is given.
4. Pricing, Payment, and Optional Extras
Displayed Rates and What Is Included
All prices displayed on tbilicar.com are shown in US Dollars (USD) unless otherwise specified. Rates displayed on vehicle listings reflect the base rental cost for the selected dates and include standard third-party liability insurance and unlimited mileage where indicated on the listing. Where unlimited mileage is not included, the applicable per-kilometre rate will be clearly stated before checkout.
Prices do not include applicable local taxes unless stated. Georgian value-added tax (VAT) and any local tourism or municipal levies applicable in Tbilisi may be added at checkout or collected directly by the rental partner at the time of vehicle collection. All mandatory fees are disclosed before final payment is confirmed.
Optional Extras Available for Your Rental
The following optional extras may be available depending on the rental partner and vehicle selected:
- GPS navigation device - ideal for driving routes from Tbilisi toward Kazbegi, the Kakheti wine region, or the southern highway toward Borjomi and Vardzia
- Child seat (infant, toddler, or booster) - available for families travelling with children under 12 years old
- Additional authorised driver - allows a second named driver to operate the vehicle under the same insurance cover

Fuel Policy
The fuel policy applicable to your rental will be clearly stated on the vehicle listing and in your booking confirmation. The most common policies offered through tbilicar.com are full-to-full (vehicle collected with a full tank and returned full) and full-to-empty (fuel included in rate, return empty). Customers who return a vehicle with less fuel than required under the full-to-full policy will be charged for the missing fuel at the supplier's local pump rate plus an applicable refuelling service fee.
5. Vehicle Use Rules and Prohibited Activities
All vehicles rented through tbilicar.com must be used in a lawful manner in compliance with the traffic laws of Georgia and any other country in which the vehicle is operated. By confirming a booking, you agree to the following conditions of use.
Permitted Use of Rental Vehicles in Tbilisi and Georgia
Vehicles may be used for personal and business travel within Georgia and, where explicitly authorised by the rental partner in writing, across international borders. Cross-border travel into Armenia, Azerbaijan, Turkey, or any other neighbouring country requires prior written consent from the supplying rental partner. Unauthorised cross-border use voids all insurance coverage and constitutes a material breach of this agreement.
Prohibited Activities
The following activities are strictly prohibited and will result in immediate termination of the rental agreement without refund, forfeiture of any insurance coverage, and may result in the customer being held personally liable for all resulting costs and damages:
- Operating the vehicle while under the influence of alcohol, controlled substances, prescription medication that impairs driving ability, or any other intoxicant
- Using the vehicle for off-road driving, rallying, racing, speed testing, or any competitive motorsport activity
- Subletting, hiring out, or otherwise permitting any person not named as an authorised driver on the rental agreement to operate the vehicle
- Using the vehicle to transport goods or passengers for commercial reward, including ride-hailing or courier services, without prior written consent from the rental partner
- Towing any trailer, caravan, or other vehicle unless the rental agreement specifically authorises towing and the vehicle is equipped accordingly
- Using the vehicle to push or tow another vehicle
- Deliberately or recklessly causing damage to the vehicle or operating it in conditions for which it is not designed
- Transporting any illegal substances, firearms, or contraband within the vehicle
6. Insurance and Customer Liability
Standard Third-Party Liability and Basic CDW
All vehicles booked through tbilicar.com include a minimum level of third-party liability insurance as required under Georgian law. Most listings also include Collision Damage Waiver (CDW), which limits the customer's financial liability for damage to the rental vehicle up to the specified excess amount. The excess amount applicable to your booking will be stated on the vehicle listing and confirmed in your booking documentation before payment.
Standard CDW typically does not cover damage to tyres, wheels, the undercarriage, the vehicle roof, mirrors, windows, or damage caused by acts that violate the prohibited activities listed in Section 5. Customers should review the specific exclusions applicable to their chosen vehicle and supplier prior to booking.
Optional Full Coverage Upgrade
An optional full coverage insurance upgrade is available on most listings through tbilicar.com. This upgrade reduces the customer's excess liability to zero and extends cover to tyres, glass, and undercarriage damage in most cases. Full coverage is particularly recommended for customers planning to drive on mountain roads toward Kazbegi, unpaved routes in rural Georgia, or any route where road conditions may be unpredictable. The cost of the full coverage upgrade will be clearly displayed before checkout.
Customer Liability for Damage and Theft
In the event of damage to or theft of the rental vehicle, the customer is responsible for reporting the incident to the rental partner immediately and to the relevant Georgian law enforcement authority within 24 hours. A police report (filed with the Patrol Police of Georgia) is required to process any insurance claim. Failure to report an incident or to provide a valid police report may result in the customer being held fully liable for all associated costs regardless of insurance cover held.
7. Limitation of Liability of tbilicar.com
tbilicar.com operates as a booking and comparison platform connecting customers with independent vehicle rental suppliers operating in Tbilisi and across Georgia. We are not a rental agency and do not own, operate, or maintain any of the vehicles listed on the platform. The contractual relationship for the physical rental of a vehicle is between the customer and the individual rental supplier.
While we take reasonable care to verify the quality and reliability of partner suppliers listed on tbilicar.com, we do not accept liability for the condition of vehicles, the conduct of rental partners, service failures by rental partners, or any loss, injury, or damage arising from use of a rented vehicle. Our liability to you in connection with any booking or use of the platform is limited to the total booking amount paid to tbilicar.com in respect of the affected reservation.
We are not liable for indirect, incidental, special, or consequential losses including loss of enjoyment, loss of opportunity, business losses, or travel costs arising from any matter connected to a booking made through this platform. Nothing in these terms limits liability for death or personal injury caused by negligence, or any liability that cannot be excluded under applicable Georgian law.
8. Governing Law and Jurisdiction
These Terms of Service and any dispute or claim arising out of or in connection with them, their subject matter, or their formation shall be governed by and construed in accordance with the laws of Georgia. Any disputes that cannot be resolved amicably between the parties shall be subject to the exclusive jurisdiction of the courts of Tbilisi, Georgia.
If you are accessing this platform from outside Georgia, please be aware that your local consumer protection laws may also apply. Nothing in these terms is intended to exclude rights that cannot be waived under your local mandatory consumer protection legislation.
